What are they doing over there?

I often tend to put human emotions on the birds I see, based on their posture, expressions, and situations. Anthropomorphizing is the word that describes this. Whenever I look at this image of two Kelp Gulls from Ubatuba, Brazil, I think that they are looking at one of their neighbors and not entirely approving of the whatever behavior is being observed.
