Wherever there was a tidal estuary or extensive wetland in Southern Argentina, we saw Cocoi Heron. This one was in the large Estancia El Palenque wetland near San Clemente del Tuyu.

Yes it is! We say them in the Amazon basin as well. No Great Blue Herons there!
